Reviewed by the DMVCA editorial team
Last updated June 28, 2026

California vehicle registration is an annual transaction tied to every car, truck, motorcycle, and trailer on the state’s roads. This guide covers the whole lifecycle — from registering a new or used vehicle to the yearly renewal, title transfers, out-of-state moves, smog rules, license plates, and exactly how California’s registration fees are calculated. Most renewals can be done online in a few minutes, with insurance and smog reported to the DMV electronically.

The bigger picture

How registration connects to the rest of the DMV system

Vehicle registration is tied to the rest of the DMV system. Registration concerns the vehicle, not your driving privilege — you don't need a driver's license to register a vehicle in your name. Most renewals run through online services, an address change is free and online, and the REG forms behind every transaction live in our forms & fees library. In-person transactions happen at a DMV office or a AAA business partner. Insurance and smog results are reported to the DMV electronically — which is why most renewals need no paperwork at all.

Frequently asked questions

How often do I renew my California vehicle registration?
Every year. The DMV mails a renewal notice about 60 days before your registration expires; you can renew online as soon as it arrives.
How much does it cost to register a vehicle in California?
A base $76 registration fee plus the $34 CHP fee, the vehicle license fee (0.65% of value), a transportation improvement fee, and local fees. See the full fee schedule for the breakdown.
Can I renew my registration online?
Yes — most personal vehicles are eligible. See how to renew online; if you're not eligible, use mail or visit an office.
Do I need a smog check to renew?
Most vehicles need a biennial smog check; your renewal notice says if yours does. Motorcycles and newer/electric vehicles are generally exempt. See smog requirements.
Do I need to bring proof of insurance?
Usually not — California verifies insurance electronically with your insurer. If it isn't on file, you'll be asked to provide it. See insurance requirements.
What happens if I register late?
Penalties start the day after expiration and grow the longer you wait. You also can't legally drive on expired tags. Renew as soon as possible via any renewal method.
I just moved to California — how long do I have to register?
New residents must register an out-of-state vehicle within 20 days of establishing residency. See new-resident steps and bring the out-of-state title.
How do I transfer a title when I buy or sell a car?
The seller signs the title over and files a release of liability; the buyer transfers it within 10 days. See title & ownership transfer.
Do I need a driver's license to register a vehicle?
No. You do not need a driver's license to register a vehicle in California — registration is about the vehicle, not your driving privilege. The DMV records a driver's license or ID number for each owner when you have one (an out-of-state number is fine), but you can register a vehicle without a license. AB 60 license holders can register vehicles too.
What is Planned Non-Operation (PNO)?
PNO tells the DMV a vehicle won't be driven, so you avoid full registration fees while it's stored. File it before your registration expires through renewal services.
Where can I renew if not online?
By mail, at any DMV office, a DMV Now self-service kiosk, or a AAA branch for members.
What's new for California vehicle registration in 2026?
Fee schedules adjust annually and the road-improvement fee on EVs continues. See the registration news for current changes.
